I have recently wanted to get back into lspdfr so I downloaded the mod and the game ran fine, but when I added some of the mods I used to have, like LSPDFR+, I got the error shown in the pictures below. I have a clean version of the game and I disabled my av (Norton) as the error suggested.  I also tried reinstalling RPH after disabling my av but that didn't work either.

 

If anyone could help me that would be awesome, Thanks.

Hey there!  Back in the day I ran into this issue too. 
First off I suggest starting the game in a borderless window. You can change this in the RPH settings. 
If you have multiple storage devices, I suggest you moving GTA and LSPDFR onto your faster storage device. If you have a HDD and an SSD for example, move it to the SSD. 
These things helped me and I hope they will help you as well

I moved my GTA and LSPDFR to my SSD and I already was running my game in borderless windowed mode. Sadly I am still running into the same issue. I also tried changing the timeout threshold to 60k but that also did not work :(. Any help is appreciated. 

Is it the same error as before or a different error?

Yes, that could also be the cause but I just figured they would have already cheked that option as it is something RPH even suggests

Oh yeah mb lmfao, didn't read the crash code properly. Sorry man
