Yet another EFLC Crash Problem

The game crashes upon boot. It won't make it past the Rockstar logos. I ran the diagnostic tool a couple times now. The first time it told me I didn't have the script hook files installed. I moved them manually to see if that would fix it. That message went away, but now it says I don't have EFLC at all. What is going on exactly?

Weeks ahead of you on that problem solver, thank you though. I actually figured it out myself. STEAM forces you to do an "initial setup" before you can play the game, so I can't do it from the executable. I had to use the shortcut in my STEAM Library. A few car models didn't want to pop for me, but hopefully a restart should fix that.
