Mods/Scripts run fine but console won't open.

Greetings, I just had to do a clean reinstall of GTAIV. I reinstalled NativeTrainer, LCPDFR 1.1, PoliceHelper, TowingScript, ELS and PolicingScript, and everything runs fine except for one incredibly confusing aspect: Console won't open. The only things I did that I think could have caused the issue is I did do a lot of scripthook dll/asi replaces and I had to move SparkIV's files into the game directory as it wasn't able to locate the game but other than that I am completely stumped. I am hoping some brighter minds might be able to shine some light on this rather confounding situation; please and thank you.

Oh wow, I was trying to type quotation marks around something LMS said and I just realised what my problem was, my keyboard switched over from US format to UK format, so I must've been pressing the wrong button the entire time. I feel like a proper git. My apologies for the trouble.
