The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Something that had bugged me from the first glimpse of 0.4 was the timer.  I love it because it allows for two different scenarios, either you get there on time and can stop them before they flee, or you're late and are in a chase.  The problem is that 99% of the time the timer is so short we never get there on time.  Again, I'd like to be able to get there and deal with them in the store once in a while.  Even driving as fast as possible, I still couldn't make it in time because this particular call was far away.  It'd be nice if you guys could increase that timer a tad.

You can edit the timer for the holdup callout in the lspdfr.ini found in your lowercase lspdfr folder.

Simply edit the Holdup.TimeMultiplier. More information can be found here:
