The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

did you click play on launcher after running RPH? if not try that

I'm experiencing the same problem, game gets stuck after the "Loading LSPDFR Plugin" screen, it just has the spinning wheel in the bottom right, you can gently exit it but that's about it.
