Chevrons/Ranks not showing on shoulders

I am absolutely digging LSPDFR 0.4, I especially like the new EUP uniforms however I have run into a problem, I cannot spawn the chevrons or ranks on the shoulders or collars of the shirts. If you go into a trainer such as ENT or Simple Trainer the ranks are under "badges", whenever I change them both the model of the decals or the textures they are invisible. 

 

This happens both in the main game and in LSPDFR, when I load my saved EUP uniform from ENT (which works fine) the ranks are gone, when I load last used outfit which had the sergeant rankings on the sleeves they are gone.

 

The only thing I did was modify a texture for one of the plainclothes vests but this shouldn't be causing an issue with the badges/decals not showing!

 

I looked all over and it seems I'm the only one who ran into this.

I had this issue about a month back, this is caused by the DLC's not loading correctly. So basically, EUP replaces clothing items that were added in GTA Online updates, but when the updates aren't there, there is nothing for EUP to replace. Mind you, the game can still think those updates are there when they actually aren't. My fix for this was to re-install my game, but I would recommend verifying your game files before trying that.

So I finally figured out what was causing it: being offline. It turns out that the decals are actually re-skinned crew emblems used in GTAO by EUP, therefore for the emblems to show GTA must load with social club connected to the internet even when playing SP.

 

Once I stopped using -scOfflineOnly the emblems started appearing again. I wonder if there is a way to keep them while social club is offline?

That doesn't quite sit right with me that thats the answer, but hey, it is GTA after all. You came to the same conclusion I did, that the decals EUP uses are reskinned from multiplayer, but simply not using a command from a commandline doesn't make sense to me that it would change anything. Either way, the game should load the same, because its not like EUP doesn't work at all when you have -scOfflineOnly in your commandline. Did you verify your game installation through the commandline or steam since you originally had this issue? If you did, that is likely what fixed it, not -scOfflineOnly. If you didn't, I would still like to know any other steps you might have tried because I am genuinely stumped.

I actually installed this GTA onto my gaming rig brand new (warehouse version) and all my mods are now in the "mods" folder so the base game is completely untouched.

 

Im stumped also why the decals don't work with the -scOfflineOnly command.

Turns out that i can confirm this theory, and it actually sits right because dlcs are for GTA Online, so "maybe" they don't load when offline (at least some of them because most of eup models and textures work). My story is that i put my PC to sleep for a moment then i came back and of course i was disconnected from the ingame social club and at that moment the ranks decals disappeared.
