The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm not an expert. But I just had this same thing happen to me. It was right after a small accumulative update for windows 10.  The only thing I did  was  just over write the Ragepluginhook files back into the GTAv folder.  Recheck for windows updates again and rebooted. That's all I can think that I did. Working fine now.

 

Also check file properties for main ragehook files and click "unblock".
