The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I play LSPDFR / Other mods on single player

 

However when going online it says i’m attempting to use an altered version of the game, How do i fix this, I want to be able to have offline mods and Online mode without mods

It depends on what you have installed. Usually what you need to do if you use OpenIV.asi or ScriptHookV to rename dinput8.dll to something else so it doesn't get loaded. For LSPDFR there is nothing to worry about, as long as you do not launch the game via RAGE Plugin Hook.
