The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Current Mods Installed: Simple Trainer, EUP L+O, EUP Menu, Traffic Policer, Arrest Manager, Computer Plus, ELS

After going into the police station and selecting which character to play, LSPDFR plugin instantly crashes, I have never been able to use EUP yet because of this, luckily I was able to play as one of the preset characters because the game would automatically load me in as a police officer on duty.

So you screwed something up when you installed the EUP. Try to completely remove and only follow the instructions to install the menu. If not help, only reinstallation of everything will help in your situation.
It would be cool if you attached various logs.

So I figured a workaround, selecting a preset character then opening the eup menu to customize later. The problem now is some of the uniforms are wrong or simply don't work. The outfits will have civilian jackets and hats and other wrong things.

Okay, dude, apparently you need to do a clean reinstall. Install everything following the instructions in the instructions on a clean GTA. I do not see any other options.
