The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Do you have two installations of GTA V? If so, make sure the one you want to run is named "Grand Theft Auto V" and any other GTA installation folder name something different. Hope this helps, if not let me know.

    I had steam version also, but it was my friend account. I will make sure to check other gta v folder
