The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

thats not even close to accurate, twisted took his packs down for some odd reason and the only one available that i know of is the one released on here but that may of been taken down also and people on here are stubborn as hell when it comes to making california content, just a bunch of random crap

    No, the authors that had this model removed their mods and deleted their accounts as far as I know, this car does not exists on LSPDFR. 

     

    Best bet is finding a car modder that is either willing to attempt to make it for free or be paid for it.
