The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

For your cars install Albo's modding folder. That allows you to place all vehicles in one place in a easy way.

Secondly an *ELS folder is for your lights. You'll have to install this for your emergency lights. IF you saw that folder then its because you download an ELS model. Those require a plugin that allows you to control lights and siren. Install this for that effect:
