Can't download LSPDFR

Hi, can you please help me, every time I click on download link, I follow the instructions and when I click accept the download doesn't start.

Photo below is where it gets stuck. I tried other browser and other PC.

You need to choose which file to download, if you can't see them try scrolling down the page

I can't, I'll have to refresh page then it's the "Download this File" page again.

That was the problem I initially had, til I scrolled down. It was driving me nuts. I too thought it was a popup/extension blocker causing issue. Nah, it was just needing to scroll my mouse wheel. 😛
