@Lt Rob try reinstalling just the scanner files.  Also verify your directx installation.

i have directx 12 installed but i don't have any dxdiag file in my game's folder. Can it be that the problem?

idk if this is related but when i try playing my scanner wav files with groove music or windows media player on windows 10 it's muted, if i use vlc player it works.

and also, when i press the button to activate a callout the dispatcher is muted but there is static noise for a couple of seconds

Sounds like the files may be corrupted. I was having diffenrent issue where when I pulled my sidearm and a suspect I had static but I reinstalled alll weapon mods and weapon sound mods that seemed to fix the problem. What stepes have you done so far? and have you made any progress?

it was the surround option of my audio, i switched to stereo now it works thanks
