I say this because even without mods the game cant keep up with itself, driving in a super car at 100+ MPH the world cant load up in time so the textures and objects show up invisable Ive kinda noticed this on my xbox one as well, anyone else wanna add anything here?

While the RAGE version in V is certainly outdated and crippled in many ways due to its console origin, the issue you have described can be solved by using half-decent hardware. I've never had that issue no matter how fast I went and my system is a few years old and still runs everything maxed bar AA.

A mix between capable hardware and good in-game settings can alleviate the issue you're having with textures. It took me a while to find a good balance between performance and quality, but honestly, if you experiment around a bit, you'll find what works for you. As for hardware, my rig isn't running the very latest in technology but gets by just fine. Maybe you could have a look at what you're running and see what can be improved within your budget?
