There a way to change the standard lights in GTA 4?

I don't mean the light bar colours, that's easy enough to do, I mean more the light emitters themselves?

For example, I have a light bar setup so that its all blue, but the light sources coming from it are still the standard white/red combination.

    The color of the non-ELS lights is set by name of it's dummy, there're 4 for blue and 4 for red. So, it's only possible to change the color in ZModeler, and the most lightbars require more than 4 lights anyways, so usually it's not possible.
