The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Since the new updates, the traffic in GTAV has bumped up a lot, and it takes a toll on my FPS. I usually was getting 60-65 FPS now I I sometimes drop to 27FPS because there is too much traffic, anyone know how to lower traffic density?

set the population density on GTA V graphic settings.

 

or you can install a certain gameconfig and select the one which will give you lower traffic

You're the first person I've heard complain that default traffic is too much! 😄 As Pazzi suggested, using a gameconfig such as the one linked can reduce (or increase) the amount of traffic and/or peds. I use the same gameconfig file myself. The choices are as follows so there is bound to be one you like:
