Adding NOOSE, FIB, and TRAFFIC Models to Walk the Streets and Patrol?

I'll make this short.

I've read there are some tutorials on how to add the NOOSE and FIB peds to their correct vehicles so that they patrol in their proper cars, but is there a way to add NOOSE, TRAFFIC, and FIB peds so that they can walk around as normal civs do? I'm guessing you have to modify the popcycle.dat file similar to how it's suggested to do with the vehicles, but seeing as I can't find any tuts on how to add the TRAFFIC ped model to "the streets", it makes me wonder if it is even possible.
