I've recently downloaded LSPDFR with a few British Police mods as well to roll around as a Trojan 1 unit. 

I've never done it before so I watched some tutorials done by Albo I believe his name is telling you where to drag and drop etc. 

Upon completion of this I loaded up the game and when I got in and pressed F4 a console came up instead of a vehicles menu which I've seen on some YouTube videos. 
I don't know if I have done something wrong along the way or anything like that, but it just isn't popping up.

 

Are you talking about the RPH Console?

Honestly I have no idea, the amount of issues I'm having. 
What I have found is that in the bottom right it says LSPDFR is loading when in game and that never stops. I think that might be the root of the issue.

Pressing F4 opens the console as you've said, but it sounds like you were expecting a trainer menu to appear? If this is the case, which trainer menu are you using?

Oh no I believe it is a console that is supposed to open, I've watched some more shit. The problem is that it says in bottom right LSPDFR loading and I've left it on over night and it still says it and while it says it's loading I can't press F4 to open the console to do anything.

Have you tried running vanilla LSDPFR without any extras/mods to see if it works as is?
