This is puzzling me. I changed all my emergency light .dds files to blue lights but when I'm in game the reflected colors on the walls are red and blue. my lights flash blue. Do I have to  edit my els .xml file for that?

Yes, the ELS XML files need to be edited as well.    Under the section EOVERRIDE, you'll see a list of extras.  Where it says Color="red" change red to blue.
