The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

try these:

  1. Disable any anti-virus or exclude RagePlugin (or the entire GTA V folder), this is a common fix (ESPECIALLY Avast)
  2. Run RagePlugin as administrator 
  3. Right click RAGEPluginHook.exe, go to properties, go to the security tab, click "users (PCNAME\users)", click edit, tick "full control" 
  4. Open GTA V normally until it reaches the main menu, then open ragepluginhook

I doubt this will work but some people said it has: try turning off "game mode" in the windows settings (found under Gaming)

 

I noticed you don't have "steam_api64.dll", is this a cracked version, or did you purchase it from Rockstar directly?

Your game folder is "GTAV" but it should be Grand Theft Auto V see if that helps.

So for starters I assume you haven't installed LSPDFR correctly because you still have the "lisences" and "SDK" folder in your main directory. Start from fresh with an original copy of GTAV folder, delete this one you're using and follow a guide on youtube from Albo on how to install correctly.
