There is an update that fixes this coming either tonight or tomorrow night.
I've got nearly 30 bugfixes coming in a massive patch for all my plugins. Sorry for the inconvenience.

go to Grand Theft Auto V\LSPDFR\audio\scanner and delete Arrest Manager folder 
 
go to Grand Theft Auto V\Plugins\LSPDFR and delete Arrest Manager.dll and Arrest Manager.ini and delete Arrest Manager folder

try launching RagePluginHook.exe and click the settings button, under "game settings"
enable "force windowed mode"  enable "DirectX11" ---
try launching GTA V normally (without RPH) and wait until you are in the main menu, then launch RPH.

It's probably a plugin, I don't have that. Press F4 straight after it happens and see if you can find which calls are doing it.

@Bandoler It crashed my game instantly when selecting a weapon 😁

Shouldn't I use this one instead?
Also, will it allow me to keep using the trainer, or will it just replace it?

I linked the wrong mod, make sure to download the new one I edited in. 😋
 
The trainer will still work for other things but I don't think the weapons from the trainer will ever work.

Yeh I went through the whole spiel of installing everything in a fresh folder and it worked... did nothing different so this error is still a mystery but its all good 🙂 

except for lspdfr+ your mods looks fine, I use them all (and more) without crashing. Can you upload your RagePluginHook.log when you next crash. (it's the second file under the RagePluginHook.exe) 
 
Your current log doesn't appear to have any crash in it.

[3/28/2019 10:08:05 PM.843] LSPD First Response: Exception message: Requested value 'NUMPAD 6' was not found. Your PoliceSmartRadio keybinds has an invalid keybind, NUMPAD 6 does not exist. You need to replace it with NumPad6.
 
Alternatively, download the mod again and get a fresh .ini file.

Command line option -enableCounterMeasuresAgainstOnlineVehicleRemoval is specified; enabling counter measures against removal of online vehicles in singleplayer. Turn that off in the RagePlugin settings under Advanced. It will crash your game instantly.

in this log you get "Rage.Ped is invalid" as the exception message

You can try searching on google "Rage.Ped is invalid site:www.lcpdfr.com" and quite a few people have that crash from even years ago, I can't find any solid fixes for that message though. 
 
LSPDFR+ is causing problems for people on 0.41 and some features crash the game apparently, try removing that for now.

I have all those mods and my game works fine, the only mods I don't use is KTFDO and Spotlight, so try removing those, it might be conflicting with something Make sure your plugins are all updated Your Interaction+ is spamming errors, re-install that plugin and don't touch the .ini file and see if that helps.   
 
 
Is there any pattern to which specific callouts cause the crash? If there is, press F4 and read the console to see if it has any clues when that callout spawns.

As a temporary solution you can open F4 (rage console) and type:
reloadplugin "LSPD First Response.dll" true and it will instantly reload LSPDFR as soon as it crashes, so you can get back into the game as fast as possible. 

Have you tried going to Grand Theft Auto V\lspdfr and open the keys.ini then find the line "BACKUP_MENU_Key" near the very bottom and replace B with None
This is what worked for me.
 
It will disable the entire menu from showing, but  you don't need it since you have the plugins for backup anyway.
