The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I tried this and my game loads but now I don't know what isn't working in my mods folder

You might want to try starting a fresh file from the original copy of GTA and only run LSPDFR. Then add mods after you have got that working with plugins that are stable. It sounds like you've tried using the same copy of GTA and removed plugins folder and the mods folder and/or edited them at times. I've found doing this just breaks the entire set up. One mod at a time is the best way to do it, so you know exactly what is breaking what. What plugins are you or do you plan on using?

No problem! Looks like it was a case of a outdated mods folder.
