The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have yet to see anyone post about this, but is it possible to force a callout to end? I keep having issues with 15 things running at once because the codes of certain plugins are overriding one another. I tried every key combo I could think of and didn't have success. 

My next question is, is it possible for Officers to force a callout like in 0.3?

You can start a new callout through the Interaction Menu (M key), then Police Radio. Forcing a new one also aborts the current one.
