So I downloaded all of the stuff needed to play LSPDFR and pasted them into my GTA 5 directory (Steam). When I opened Rage Hook, it launched the game but when the game window popped up it crashed. It won't stop doing that and I don't know why. Sometimes the Rage Hook will go to the bottom left and say enjoy like normal. But then the game crashed after that. So I can't get into the game at all. If you need the logs then please tell me how to get ahold of them.

To get your RagePluginHook (RPH) log files, you'll need to go to your Steam directory and grab the file from this path. \steamapps\common\Grand Theft Auto V\RagePluginHook.log (this will be your GTA 5 directory) The best thing to do here is to copy and paste the contents to a site such as pastebin.com, and link back in this thread!

Yes. I went to their website http://www.dev-c.com/gtav/scripthookv/  and hit download. (On the regular download button, not the SDK)
