The CHP Mega Pack by Thehurk is still one of the best ELS packs to this day. I don't think I'll ever replace the CHP Crown Vic, it's so well done:

 

If want to keep your game lore-friendly however, the LSPD Mega Pack by t0y is also an excellent choice:

 There are many other great ELS packs as well as individual ELS vehicles to choose from on this site, but the two listed above would be a great place to start.
