The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The only way to choose the department is going to the station you want and going on duty there.  There is currently no way to change departments mid shift.  However, it really doesn't make any difference.  You could start at the Sandy Shores station as LSSD, change uniform to BCSO and go to Paleto Bay and you'd have the same patrol.

    you can use a trainer to spawn s_m_y_hwaycop, s_m_y_cop etc. then use trainer as well to change head, top, bottom etc without going to a PD
