You mean those which spawn at wanted level? They have a chance to have MP5 (MP10) or shotguns and a huge chance to have M4. As far as I know you can't change it.

    You can't really change it. But, you can spawn a Noose guy as a bodyguard with SNT then change it so the weapon they use is the MP5....that's the only way I can think of :P
