The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When i pull a car over it pulls over fine but if i sound my horn to make it move it drives straight very fast and wrecks into what ever it hits  first and i have to cancel the pull over. is there a setting i need to change if so where would that be?

If you have ELS installed then the conflict is in the ELS.ini file in the main GTA 5 folder. Open the file and change ElsTrafCtrlOn = true to false. You won't be able to move general traffic out of the way with your horn, but it should prevent traffic stops from going crazy.
