When i pull a car over it pulls over fine but if i sound my horn to make it move it drives straight very fast and wrecks into what ever it hits first and i have to cancel the pull over. is there a setting i need to change if so where would that be?

My mic listening levels from to 100 to 42 as soon as i activate vocal dispatch and im not sure what the problem is. I bought new head phones thinking it was my problem but the same thing is happening im not sure is there is a setting i need to change? I also turned my mic sensitivity up in game as well.
