The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When I try to launch open a vehicle to see the model in it or edit a text file it goes to not responding. After 1-3 minutes it loads. Is their a way to make it not go to not responding. I recently built a pc and I don't know if I need to install something to fix the issue like Directx for example.

something is wrong with open iv recently. it has done this with me almost every time now. and it used to never do this.  

it takes about 2-3 minutes to load anything i know exactly what you're talking about. whats wierd is it only happens sometimes, there has been a few times when i click on something to edit it and it would load almost instantly...
