The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Anyone know a way to edit the file, or can I clean out the XML file without creating an error to keep the previous court cases from popping up at the beginning of each game? Once I go on duty the old court cases just keep displaying on the left side of the screen even if I delete them from the court menu.

Ok, so it will just recreate another xml? I thought about trying that but didn't want it to stop the mod from working.

Redownload the mod. Simply copy over the courtcases.xml from it.
