The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Its an issue with cheepcallouts. The author took it down. Its due possibly to the server being offline.

Inside Grand Theft Auto V\Plugins\LSPDFR cheepcallouts.ini

Make this from true to false.
