Okay I tried the above actions however still to no avail 😞 

Okay I managed to have it boot up once, which is an improvement. However it has now took a crap on me and refuses to boot again. I wish I knew the problem then I could find the solution 

Okay it does appear to be my Anti-Virus (Avast) not allowing GTA V to start with rageplugin hook, yet fine with the base game. I shall update after further testing. Thank you for your help once again so far.

Okay so upon further testing, It IS confirmed my anti-virus software that seems to be blocking RAGE to start with GTA V which then causes GTA V to crash. This must be something to do with the new update from RAGE, I'm guessing If I report this to them they will consider a bug fix. However at the moment I'm having to disable my anti virus to play. Which I don't really like doing but hey ho! Thank you very much for your help all.

No problem! You will have to disable your anti-virus indefinitely while using RPH.
