Reducing the distance at which coronas appear? (ELS)

Quick question for ya'll: What setting do I have to change to get coronas/flaring off ELS lights to show up when you're closer to them? As of right now they appear like this when I'm in the vehicle or standing very near it:

And they only appear really bright when I'm standing quite a ways away:

I've tried changing just the emissive brightness, but that doesn't seem to do anything, and they still appear fairly dim. All my graphics settings are either on high or very high as well.
