The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I down load the latest version of the rage hook

RAGE Plugin Hook - Open Alpha - 0.63.1224.15140

 

How ever when I extract the files and drag them in to the game folder

 

For some reason the RAGEPluginHook.exe file gets removed

Your antivirus is deleting it.
What antivirus do you have? Set GTA 5 folder as an exclusion or disable your active protection.
