GTA IV won't work with mods (WIN10)

I decided to reinstall GTA IV on steam. I added an ENB, and a few NYPD ELS cruisers. Upon starting the game, it freezes at the dev/credit screen and crashes. I deleted my directory and reinstalled the game only to have the same result, it seems that it only works without mods. I have seen YouTubers running windows 10 with a working GTA IV with mods. What do I have to do to make the game compatible with vehicle and weapon mods.

Rockstar has released a new version of GTA IV and EFLC, which bumps it up in version number. This could most likely be the cause. You will need the 1.0.7.0 patch, which is still possible to download from Rockstar themselves if I remember. A quick search should find it.

I have the patch but I don't think it is working, do you have any solution to that?
