People say you can press "Shift" to get the officer to shout 'Pull over to the side of the road', but why can't I? I used "voice menu" to set "s_m_y_swat_01_white_full_02" .  But still can't.

I believe that is only when you are in a pursuit, You can press your pull over key to keep shouting different lines at the suspect in order for them to surrender. Idk if that's lspdfr or a different plugin because I have way too many. 

Yes, I press "shift" when I'm in a pursuit.

For it to work you have to be pretty close to the car you are pursuing.
