I believe it is because your processor is a dual core and not a quad core. The recommended specifications for the processor is a quad core and also your graphics card is just fine.

Hmm, it could possibly be your CPU but then again that's one helluva system, what PSU do you have? The only reasonable explanation I can think of is that your system is being underpowered because the PSU is possibly overloaded. Also make sure all your drivers are up to date and installed.

that's weird, i have an AMD Phenom X2 555 3.20GHZ and GTAIV work's fine with 6 GB RAM and my computer's performance rating is still a 5.9, i've been told my CPU isn't very good, but hey, it run's the game on high

i have a 650 psu

Pentium 4 hyper threading 3.20 witch is a simulated dual core

4 gb ram ati readon 4550 1 GB pci-e video card

20-25 fps all day in eflc with many mods i promise u.

id say if u hit 30 be happy anything past is so minor u wont notice

I have always been an Intel guy. I don't know much about the AMD series but I would personally recommend an i5 3750k if you plan on buying again soon.

Only thing is he would have to buy a whole new motherboard to support an Intel CPU rather than an AMD CPU. It would be more cost effective if he stuck with AMD at this point (yes, I'm an Intel fan as well [see sig]).

I had this same problem I have a 560 TI but it was because it was bottle necking basically your graphics card is going faster than what your CPU can handle you need to get a better CPU. I use to have a intel dual core got a max of 30 fps. With this new i5 2500k I get up to 100fps I play at about 70-80 average with a graphics enhancer... If you do go and buy a new CPU make sure your motherboard supports it and the RAM it needs.
