A couple of weeks ago I pm'ed user Bxbugs123 asking if I could release a skin I made using his CVPI template. He hasn't pm'ed back. Is there any other way to get ahold of him, perhaps on another forum?

    I think the only time you need to ask if you can is if its a model, or your editing a skin he made, you should be fine using the template as long as you dont clam its yours.

    yeah the skin Bugs doesn't care about but if it's a model to be safe ask him also he takes a bit of time to get back to you
