GTA V ERR_FIL_PACK1 with Add-on Cars + Modified Gameconfig.xml + RPH

Hello guys,

 

I know this question has been asked for numerous times, but still the silver bullet isn't here yet.

I got ERR_FIL_PACK1 error notification with:

a. 59 add-on cars with separated dlc.rpf (not AIO/Mega Packs)

b. Mods folder

c. gameconfig for 300 cars (https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars)

d. Latest RPH and LCPDFR version

e. GTA V Steam Version

 

I tried to remove the add-on cars, it worked well with RPH + LCPDFR installed

I tried to remove the RPH + LCPDFR, it worked well with add on cars installed

 

So I guess it must be some configs in RPH conflicting with gameconfig.xml 

 

Please help me to resolve the issue, thank you

I've tried to only load 10 add on cars for multiple times with different combination but still no luck
