The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

How to install vehicle skins and character skins?

I am trying to install vehicle and character skins/uniforms, but all the videos I've watched are confusing and they all seem to require some additional programs like OpenVI or something like that and require you to do all this miscellaneous stuff. I'm wondering if thats really all required if your just downloading a texture/skin off lcdpfr.com thats already complete (I would assume)? If that is the process or there is a different process, is there a way someone could explain it like, in a step-by-step fashion or if theres an easier video that isnt so complicated.

You need OpenIV for almost everything to do with modding your game (except scripts) 
It might look confusing at first but after a while it will get easier, just watch alot of video's and read the included README files.
