There seem to be a few sirens in that clip.  Not sure what the hi-lo tone or that second wail is from, but the first wail and yelp sound similar to the Federal Signal MS4000.  https://www.fedsig.com/product/ms4000-series

Its actually the Code3 H2 Covert. Sounds very similar to the PA4000 but it isnt. The sudden fall in the wail tone gives it away.

 

The other sirens are probably Federal AS series sirens, but I could be wrong. Europe uses tons of weird stuff.

You'll have to make it yourself. There are plenty of places to source the audio from.
