Did you patch your game to the compatible versions?

Okay, what i need you to do is to run this tool: http://www.lcpdfr.com/cops/forum/index.php/files/file/2-g17-media-iv-diagnostics-tool-043/ and post the log it creates, here.

And start the game as admin, because on the picture is "Zugriff verweigert",so Dsound.dll can't write the log ;)

Yeah this.You might aswell right-click the .exe you're running GTA IV from, clicking properties, going to "compatibility" and then choosing "Run this program as an administrator".

That way you won't always have to right click and choosing run as admin :)

And start the game as admin, because on the picture is "Zugriff verweigert",so Dsound.dll can't write the log ;)
