I recently downloaded Bravehearts ANPR Speed radar & 1.0.7 ENB and the game normally starts until i click start and 3 seconds in the music stops but the pictures keep going and the game doesnt start. Any Suggestions ?

I think this is an issue with Windows 10 not being compatible with GTA IV? It happened to me after i installed a Windows 10 update. Try starting GTA IV in windowed mode. 

 

To start in windowed mode, create a txt file in your root GTA IV folder, name it "commandline", and inside of it, type in -windowed.

Hey,

 

The screen black is caused by the ENB, if you use games4windows ENB, somehow it will shows all baclk screen.

 

Try to use cry ENB V3, if your pc can handle it: 

For the loading screen, if you launch from steam, go to library - right click on GTA IV - properties - click launch options, then type this: " -norestrictions -nomemrestrict -availablevidmem 30.0"
