  • try to turn the light on first, then press shift.
  • if you got this issue after more than 30 minutes of playing, it seems that you got GTAV "ghost car" bug. this bug happens when GTAV is running out of memory/resources because you installed too many mods and plugins.
  • traffic stop cannot detect the car without driver.
  • make sure you have a good gameconfig.xml tweak to increase GTAV resource allocations
  • try to remove some mods or plugins
