The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I tried to enable snow on the ground using the trainer mod but it just comes up with a notification saying that "snow is not available in this version of gta 5". Also when I try to change the weather to snow, light snow, blizzard, etc, the clouds will change and it gets darker and windy but there are no actual snow flakes. I have tried it with multiple different trainer mods but none of them work. Thanks for your help.

What trainer are you using?  Most trainers should allow snow no matter what.

I am using the simple trainer but I also tried the trainer that comes with scripthook

Unfortunately, I'm not sure about that.  I'm on an older version and the snow in Simple Trainer works for me  You can search the mods section here and on GTA 5 mods, but other than that, the one I linked is your best bet.

Alright, thank you for your help! 

When your game updates, you need to update your trainer for snow to work. Download the latest version of SNT and snow will work.

I did download the latest version and I even tried other trainers too
