NYPD kind of does ^ (Along with other flags, or 9/11 memorials, stuff like that)

Cant find any other examples though

Nope other than what Slendis said, I dont think they normally put flags on the front/back of their uniforms, they put it on their shoulders to symbolize the flags flying in the wind (I believe.)

Honestly even then a ton of departments have it facing the wrong way. You go with a reverse flag so it streaming in the wind behind you as you move forward.
