I just added a police 5 slot to accomadate a rather large pack, and I am trying to find the location within GTA V where vehicle shounds are. I am using openIV to search through all the SFX files, but I have no clue.

If you're just trying to give the vehicle sound, all you need to do is give it an audionamehash.  In the vehicles.meta, look for <audioNameHash />

 

Change that to:

 

<audioNameHash>police</audioNameHash>

 

You can change it from police, police2, police3, fbi, fbi2, sheriff, sheriff2.

Before ELS, no you couldn't, because you wouldn't have a siren.  However, with ELS you can change the namehash to stanier or the actual vehicle name, but the problem is, and I experienced this for myself, when you get into the vehicle, the car radio is on with no way to turn it off except by turning down the music volume entirely.  This isn't a big deal, but I don't know what other side affects using that namehash may have, so you're free to give it a try.
