Ability to write tickets to civilians?

Is it possible to give a citation to Foot traffic. Just stop walking civilians and write them a ticket?

I honestly can't remember, i thought it was just some sort of bug that wouldn't allow me too issue citation's, cause previous version's you could, another member would know.

I will wait curiously, I sometimes see a civilian walking trough a red light or other things. And can only frisk them or arrest them.

I Would love to check there ID. For a warrant and give them a ticket.

Otherwise nice option for new version!

Try just pressing "E" while on foot, i'm really not sure if they completely took the feature out

BoomCBS is correct. With the baton/bat out, aiming at the civilian and pressing E should bring up the citation screen. It's a bit fiddly sometimes though but generally if you have that weapon out and have right clicked, aiming at the ped and then press E it should come up.

So if i understand correctly take my Bat out and press E.

Yes, take out any melee weapon(knife, bat, baton, etc) get close to the suspect, Mouse Aim + E, then select F9 from the menu.
